Welcome James (JC) Miller: New Administrator for Food and Nutrition Services at USDA

We are pleased to share the exciting news that James (JC) Miller has joined the United States Department of Agriculture (USDA) as the new Administrator for Food and Nutrition Services (FNS), effective March 24th. With a wealth of experience in leadership across healthcare, nonprofit, and government sectors, James is poised to bring a strong focus on improving the efficiency, transparency, and effectiveness of USDA’s nutrition programs.
As the Administrator of FNS, James will be working to drive accountability within the 16 nutrition programs overseen by the USDA, while ensuring taxpayer resources are used wisely to assist individuals and families in need. He is committed to fostering opportunities for self-sufficiency, empowering families through programs that not only support them during challenging times but also help them become self-sufficient through employment.
James brings with him a strong background in financial and operational management. Most recently, he served as the Chief Financial Officer for the Florida Association of Community Health Centers, where he led initiatives to streamline financial processes, enhance fiscal integrity, and implement automated systems to improve operational efficiency.
James’s commitment to public service is reflected in his past roles, including his time as Acting Deputy Secretary of Finance and Operations at Florida’s Agency for Health Care Administration. In this position, he managed a $31 billion Medicaid budget during the pandemic, overseeing all human resources, procurement, and financial services functions.
In addition, James has held leadership roles at nonprofits in both Florida and Maine, where he worked to align operational resources with strategic missions. At the Florida Hospital Association, he directed a comprehensive overhaul of the organization’s operations and financials, ensuring alignment with its mission to influence healthcare policy and provide accurate healthcare data. He also served as Director of Finance for a major school district in Maine, where he introduced rigorous financial controls and managed the School Nutrition Program.
James’ experience extends to his role as Senior Program Advisor at the Maine Department of Health and Human Services. There, he helped align state grant funds with the administration’s priorities, ensuring that taxpayer dollars were used efficiently to achieve positive outcomes for the community.
James holds an MBA in Healthcare Management and a bachelor’s degree in accounting, giving him the academic foundation to support his new leadership role at USDA’s Food and Nutrition Services.
